General Topology, chapter I, § 8. Hausdorff spaces and regular spaces

Let XX be a regular space, RR a closed equivalence relation on XX. Then the graph CC of RR in X×XX \times X is closed.

Let (a,b)(a, b) be a point of X×XX \times X in the closure of CC, and let VV (resp. WW) be a closed neighbourhood of aa (resp. a neighbourhood of bb) in XX; then there is a point (x,y)∈C∩(V×W)(x, y) \in C \cap (V \times W). Since x∈Vx \in V, yy belongs to the saturation SS of VV with respect to RR; hence each neighbourhood WW of bb meets SS. By hypothesis SS is closed, and therefore b∈Sb \in S. Now let BB be the saturation of {b}\{b\} with respect to RR, then each closed neighbourhood VV of aa meets BB; since by hypothesis BB is closed and XX is regular, it follows that a∈Ba \in B and therefore that (a,b)∈C(a, b) \in C. This completes the proof.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
