General Topology, chapter I, § 8. Hausdorff spaces and regular spaces

Let XX be a regular space, FF a closed subset of XX, RR the equivalence relation on XX obtained by identifying all the points of FF [in other words, the equivalence relation whose equivalence classes are FF (if F≠∅F \neq \emptyset*) and the sets* {x}\{x\} where x∈CFx \in CF*]. Then the quotient space X/RX/R is Hausdorff.

Let MM and NN be two distinct equivalence classes in XX. If each of them consists of a single point in the complement of FF, then there exist two disjoint open neighbourhoods of MM and NN in the Hausdorff subspace CFCF; these are neighbourhoods of MM and NN in XX and are saturated with respect to RR. If M=FM = F (so that F≠∅F \neq \emptyset) and N={b}N = \{ b \} where b∉Fb \notin F, then since XX is regular there is an open neighbourhood of bb and an open neighbourhood of FF which do not intersect; these neighbourhoods are saturated with respect to RR, and the proposition is proved.

Note that the quotient space X/RX/R is not necessarily regular (Chapter IX, § 4, Exercise 14).

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
