General Topology, chapter I, § 9. Compact spaces and locally compact spaces

Let XX be a topological space and RR a Hausdorff equivalence relation on XX.

a) If there is a quasi-compact set KK in XX which meets every equivalence class mod RR, then X/RX/R is compact and the canonical mapping of K/RKK/R_K onto X/RX/R is a homeomorphism.

b) If KK also meets each equivalence class in only one point, then KK is a continuous section of XX with respect to the relation RR (§ 3, no. 5).

Let ff be the restriction to KK of the canonical mapping X→X/RX \to X/R. Since X/RX/R is Hausdorff it follows from Corollary 1 that X/RX/R is compact and from Corollary 2 that ff is closed; hence the bijection K/RK→X/RK/R_K \to X/R associated with ff is a homeomorphism (§ 5, no. 2, Proposition 3). This deals with a); b) follows immediately, since we now have K/RK=KK/R_K = K.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
