General Topology, chapter II, § 3. Complete spaces

If F\mathfrak{F} is a minimal Cauchy filter, then every set of F\mathfrak{F} has a non-empty interior which also belongs to F\mathfrak{F} (in other words, F\mathfrak{F} has a base consisting of open sets).

Let VV be any entourage of XX; then there is an open entourage U⊂VU \subset V (§\S 1, no. 2, Corollary 2 to Proposition 2). For each subset MM of XX, U(M)U(M) is open and contained in V(M)V(M); hence the result, in view of Proposition 5.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
