General Topology, chapter III, § 4. Groups operating properly on a topological space; compact ness in topological groups and spaces with operators

Let GG be a topological group operating continuously on a topological space XX, and suppose that GG operates freely on XX. Then GG operates properly on XX if and only if the following condition is satisfied:

(FP) The graph CC of the equivalence relation defined by GG is closed in X×XX \times X, and the canonical mapping φ:C→G\varphi : C \to G is continuous.

The set CC is the image of the mapping θ:(s,x)→(x,s.x)\theta : (s, x) \to (x, s.x) of G×XG \times X into X×XX \times X. We know (Chapter I, § 10, no. 1, Proposition 2) that θ\theta is proper if and only if CC is closed in X×XX \times X and (if θ′\theta' denotes the mapping θ\theta considered as a mapping of G×XG \times X into CC) θ′\theta' is a homeomorphism. Now the hypothesis implies that θ′\theta' is bijective and that its inverse is the mapping (x,y)→(φ(x,y),x)(x, y) \to (\varphi(x, y), x). Hence θ′\theta' is a homeomorphism if and only if φ\varphi is continuous.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
