General Topology, chapter III, § 4. Groups operating properly on a topological space; compact ness in topological groups and spaces with operators

Clearly, we have P(K,L)⊂P(K∪L,K∪L)P(K, L) \subset P(K \cup L, K \cup L); therefore for GG to operate properly on a locally compact space XX, it is sufficient that, for each compact subset KK of XX, the set P(K,K)P(K, K) is relatively compact in GG. In particular, a discrete group GG operates properly on a locally compact space XX if and only if, for each compact subset KK of XX, the set of s∈Gs \in G such that s.K∩K≠∅s.K \cap K \neq \emptyset is finite.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
