General Topology, chapter VII, § 1. Subgroups and quotient groups of $\mathbf{R}^n$

Let GG be a discrete subgroup of Rn\mathbf{R}^n of rank pp, let (ai)1≤i≤p(a_i)_{1 \leq i \leq p} be a free system of pp points of GG, and let PP be the closed parallelo-tope with centre oo and basis vectors aia_i (Chapter VI, § 1, no. 3). Then the set G∩PG \cap P is finite and generates GG, and every point of GG is a linear combination of the aia_i with rational coefficients.

G∩PG \cap P is compact and discrete, hence finite. Let xx be any point of GG; it is equal to a linear combination ∑i=1ptiai\sum_{i=1}^p t_i a_i of the aia_i with real coefficients. For each integer m>0m > 0, consider the point

zm=mx−∑i=1p[mti]ai=∑i=1p(mti−[mti])ai (∗); z_m = mx - \sum_{i=1}^p [mt_i] a_i = \sum_{i=1}^p (mt_i - [mt_i]) a_i \ (*) ;
it belongs to GG, and since 0≤mti−[mti]<10 \leq mt_i - [mt_i] < 1, it lies in PP. Hence, first, x=z1+∑i=1p[ti]aix = z_1 + \sum_{i=1}^p [t_i] a_i, so that GG is generated by G∩PG \cap P; and secondly, since G∩PG \cap P is finite, there exist two distinct integers h,kh, k such that zh=zkz_h = z_k, so that (h−k)ti=[hti]−[kti](h - k)t_i = [ht_i] - [kt_i] less (1≤i≤p1 \leq i \leq p), and therefore the tit_i are rational numbers.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
