General Topology, chapter VII, § 1. Subgroups and quotient groups of $\mathbf{R}^n$

Let ai=(aij)a_i = (a_{ij}) (1≤i≤m, 1≤j≤n)(1 \leq i \leq m,\ 1 \leq j \leq n) be mm points of Rn\mathbf{R}^n and let b=(bj)b = (b_j) (1≤j≤n)(1 \leq j \leq n) be a point of Rn\mathbf{R}^n. In order that, for each ε>0\varepsilon > 0, there exist mm integers gig_i (1≤i≤m)(1 \leq i \leq m) and nn integers pjp_j (1≤j≤n)(1 \leq j \leq n) such that

∣q1a1j+q2a2j+⋯+qmamj−pj−bj∣≤ε(1≤j≤n) |q_1 a_{1j} + q_2 a_{2j} + \cdots + q_m a_{mj} - p_j - b_j| \leq \varepsilon \quad (1 \leq j \leq n)
it is necessary and sufficient that, for each finite sequence (rj)(r_j) (1≤j≤n)(1 \leq j \leq n) of nn integers such that the mm numbers ∑j=1naijrj\sum_{j=1}^n a_{ij} r_j (1≤i≤m)(1 \leq i \leq m) are all integers, the number ∑j=1nbjrj\sum_{j=1}^n b_j r_j should also be an integer.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
