General Topology, chapter VII, § 1. Subgroups and quotient groups of $\mathbf{R}^n$

The topological group TnT^n is locally isomorphic to RnR^n.

For Tn=(R/Z)nT^n = (R/Z)^n is isomorphic to Rn/ZnR^n/Z^n (Chapter III, § 2, no. 9, Corollary to Proposition 26) and ZnZ^n is a discrete subgroup of RnR^n (Chapter III, § 2, no. 6, Proposition 19).

It follows that the groups Rp×Tn−pR^p \times T^{n-p} are all locally isomorphic to RnR^n (0≥p≥n0 \geq p \geq n); in § 2, no. 2, we shall see that they are the only connected groups which have this property.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
