General Topology, chapter III, § 2. Subgroups, quotient groups, homomorphisms homogeneous spaces, product groups

If HH is a discrete normal subgroup of a topological group GG, then G/HG/H is locally isomorphic to GG.

Let VV be a neighbourhood of ee in GG which does not contain any point of HH other than ee, and let WW be a symmetric open neighbourhood of ee in GG such that W2⊂VW^2 \subset V. Then the restriction to WW of the canonical mapping φ\varphi of GG onto G/HG/H is injective; for if x,y∈Wx, y \in W and φ(x)=φ(y)\varphi(x) = \varphi(y), then x−1y∈W2⊂Vx^{-1}y \in W^2 \subset V and x−1y∈Hx^{-1}y \in H, so that x=yx = y. By Proposition 17 it follows that the restriction of φ\varphi to WW is a homeomorphism of WW onto φ(W)\varphi(W); since moreover φ(xy)=φ(x)φ(y)\varphi(xy) = \varphi(x)\varphi(y) for all x,y∈Wx, y \in W, we conclude that GG and G/HG/H are locally isomorphic (§ 1, no. 3, Proposition 3).

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
