General Topology, chapter IX, § 3. Metrizable groups, valued fields, normed spaces and algebras

Two norms p,qp, q on a vector space EE are equivalent if and only if there exist two numbers a>0,b>0a > 0, b > 0 such that

(I)

a.p(x)≤q(x)≤b.p(x) a . p(x) \leq q(x) \leq b . p(x)
for all x∈Ex \in E.

These inequalities are sufficient, for it follows from the relation a.p(x)≤q(x)a . p(x) \leq q(x) that, for each r>0r > 0, the closed ball with centre o and radius arar (relative to the norm qq) is contained in the closed ball with centre o and radius rr (relative to the norm pp); hence the topology defined by qq is finer than the topology defined by pp. Similarly the inequality q(x)≤b.p(x)q(x) \leq b . p(x) shows that the topology defined by pp is finer than that defined by qq, and hence pp and qq are equivalent.

Let us now show that the inequalities (I) are necessary. If the topology defined by qq is finer than the topology defined by pp, then the unit ball with respect to pp contains a closed ball with centre o and radius α>0\alpha > 0 with respect to qq; i.e., the relation q(x)≤αq(x) \leq \alpha implies p(x)≤1p(x) \leq 1. If t0∈Kt_0 \in K is such that 0<∣t0∣<10 < |t_0| < 1, then for each x≠ox \neq o in EE there is a unique rational integer kk such that α∣t0∣<q(t0kx)≤α\alpha |t_0| < q(t_0^k x) \leq \alpha; therefore p(t0kx)≤1p(t_0^k x) \leq 1, so that

p(x)≤1∣t0∣k≤1α∣t0∣q(x); p(x) \leq \frac{1}{|t_0|^k} \leq \frac{1}{\alpha |t_0|} q(x);
putting a=α∣t0∣a = \alpha |t_0| we have therefore a.p(x)≤q(x)a . p(x) \leq q(x) for all x≠ox \neq o, and this inequality is also valid when x=ox = o. Similarly we show that if the topology defined by pp is finer than that defined by qq, there exists b>0b > 0 such that q(x)≤b.p(x)q(x) \leq b . p(x).

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
