General Topology, chapter X, § 3. Special function spaces

The set L(Rm;Rn)\mathscr{L}(\mathbf{R}^m; \mathbf{R}^n) of linear (necessarily continuous) mappings of Rm\mathbf{R}^m into Rn\mathbf{R}^n can be identified with the set Mn,m(R)M_{n,m}(\mathbf{R}) of matrices with nn rows and mm columns with coefficients in R\mathbf{R} and hence can be identified with Rmn\mathbf{R}^{mn}; on L(Rm;Rn)\mathscr{L}(\mathbf{R}^m; \mathbf{R}^n), the uniformity of bounded convergence (with respect to the Euclidean metric on Rm\mathbf{R}^m), of compact convergence, and of pointwise convergence are then identified with the additive uniformity on Rmn\mathbf{R}^{mn}. Take the norm of x=(xi)∈Rnx = (x_i) \in \mathbf{R}^n to be

∣∣x∣∣=sup⁡i∣xi∣, ||x|| = \sup_i |x_i|,
and let (ej)(e_j) be the canonical basis of Rm\mathbf{R}^m; if uu and vv are two linear mappings of Rm\mathbf{R}^m into Rn\mathbf{R}^n such that ∥u(ej)−v(ej)∥≤ϵ\|u(e_j) - v(e_j)\| \leq \epsilon for 1≤j≤m1 \leq j \leq m, then we have ∣αij−βij∣≤ϵ|\alpha_{ij} - \beta_{ij}| \leq \epsilon for each pair (i,j)(i, j) [U=(αij)U = (\alpha_{ij}) and V=(βij)V = (\beta_{ij}) being the matrices of u,vu, v respectively]; and conversely, if these inequalities are satisfied, we have ∥u(x)−v(x)∥≤maϵ\|u(x) - v(x)\| \leq ma\epsilon for every point xx of a cube of centre o and side aa in Rm\mathbf{R}^m.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
