Topological Vector Spaces, III, p. 21, § 3. Spaces of continuous linear mappings

Let EE be a locally convex Hausdorff space and E^\hat{E} its completion; we identify EE and E^\hat{E} with vector subspaces of E′∗{E'}^*. Then for an element f∈E′∗f \in {E'}^* to belong to E^\hat{E}, it is necessary and sufficient that the restriction of ff to every equicontinuous subset of E′E' is continuous for the topology σ(E′,E)\sigma(E', E).

The space EE can be identified with the topological dual of E′E' when E′E' is assigned the topology σ(E′,E)\sigma(E', E) (II, p. 43, prop. 3); on the other hand, if S\mathscr{S} is the set of equicontinuous subsets of E′E', the given topology on EE is the S\mathscr{S}-topology (III, p. 19, cor. 1). Then it follows from III, p. 13, prop. 1, that the sets of S\mathscr{S} are bounded for σ(E′,E)\sigma(E', E) (cf. later on, III, p. 22, prop. 9); in other words, S\mathscr{S} is an adapted and covering bornology for the topology σ(E′,E)\sigma(E', E). Theorem 2 is then a consequence of th. 1 if we replace EE by E′E' and ES′E'_\mathscr{S} by EE.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
