Integration, chapter III, § 1. Measures on a locally compact space

— Let HH be a subset of M(X;C)\mathscr{M}(X; \mathbf{C}). The following properties are equivalent:

a) HH is vaguely bounded. b) HH is vaguely relatively compact. c) HH is equicontinuous. d) For every compact subset KK of XX, there exists a number MK≥0M_K \geq 0 such that ∣μ(f)∣≤MK∥f∥|\mu(f)| \leq M_K \|f\| for every measure μ∈H\mu \in H and every function f∈K(X,K;C)f \in \mathscr{K}(X, K; \mathbf{C}).

Since K(X;C)\mathscr{K}(X; \mathbf{C}) is a barreled space (No. 1, Prop. 2), the equivalence of properties a), b) and c) follows from TVS, III, §4, No. 1, Scholium.

It is clear that d) implies a). Finally, if HH is equicontinuous then the set of restrictions of the measures μ∈H\mu \in H to K(X,K;C)\mathscr{K}(X, K; \mathbf{C}) is also equicontinuous, whence the condition d), since K(X,K;C)\mathscr{K}(X, K; \mathbf{C}) is a normed space.

\* We shall see in Ch. IV, §4, No. 6 that the conditions of Proposition 15 are also equivalent to the condition that, for every compact subset KK of XX, there exists a constant MKM_K such that ∣μ∣(K)≤MK|\mu|(K) \leq M_K for every measure μ∈H\mu \in H.*

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
