General Topology, chapter I, § 11. Connectedness

A necessary and sufficient condition for a space XX to be locally connected is that every component of an open set in XX is open in XX.

The condition is sufficient, since the component of xx relative to an open neighbourhood of xx is then a neighbourhood of xx in XX.

Conversely, let AA be an open subset of a locally connected space XX, let BB be a component of AA, and let x∈Bx \in B. Let VV be a connected neighbourhood of xx contained in AA; by the definition of components, VV is contained in BB; hence BB is open in XX (§ 1, no. 2, Proposition 1).

The components of a locally connected space XX therefore form a partition of XX into open sets, and hence XX is the sum (§ 2, no. 4, Example 3) of its components.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
