General Topology, chapter III, § 4. Groups operating properly on a topological space; compact ness in topological groups and spaces with operators

Let GG be a Hausdorff topological group operating properly on a non-empty space XX. If XX is compact (resp. locally compact) then so are GG and X/GX/G.

By hypothesis, the mapping θ:(s,x)→(x,s.x)\theta : (s, x) \to (x, s.x) of G×XG \times X into X×XX \times X is proper; if X×XX \times X is compact (resp. locally compact) then the Corollary to Proposition 9 of Chapter I, §10§ 10, no. 4 shows that G×XG \times X is also compact (resp. locally compact), and therefore so is GG since X≠∅X \neq \emptyset. Since X/GX/G is Hausdorff (no. 2, Proposition 3), the compactness (resp. local compactness) of XX implies the compactness (resp. local compactness) of X/GX/G [Chapter I, §10§ 10, no. 4, Proposition 8 (resp. Proposition 9)] (see §2§ 2, Exercise 29).

We shall now give criteria which allow us to assert that a Hausdorff topological group GG operates properly on a locally compact space XX. For each pair of subsets K,LK, L of XX we denote by P(K,L)P(K, L) the set of all s∈Gs \in G such that s.K∩L≠∅s.K \cap L \neq \emptyset.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
