General Topology, chapter III, § 6. Topological groups with operators; topological rings division rings and fields

Let EE be a commutative topological group with operators, and let MM be a stable subgroup of EE. Then the following conditions are equivalent:

a) MM has a topological complement in EE.

b) There is a continuous projector pp of EE into EE such that p(E)=Mp(E) = M.

c) The identity mapping of MM can be extended to a continuous linear mapping of EE onto MM.

It follows from Proposition 2 that a) implies b), and it is clear that b) implies c). Finally, if pp is a continuous linear mapping of EE onto MM which extends the identity mapping of MM, then pp is a continuous projector, and the projectors pp and 1−p1 - p are associated with the direct sum decomposition E=M+NE = M + N, where N=p‾(0)N = \overline{p}(0).

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
