General Topology, chapter IV, § 6. Continuous and semi-continuous real-valued functions

A real-valued function ff on a topological space XX is lower semi-continuous if and only if, for each finite real number kk, f‾([k,+∞])\overline{f}([k, +\infty]) [the set of all x∈Xx \in X such that f(x)>kf(x) > k] is an open set in XX [or, equivalently, f‾([−∞,k])\overline{f}([-\infty, k]) is a closed set in XX].

For this condition shows that f‾([k,+∞])\overline{f}([k, +\infty]) is a neighbourhood of each of its points.

For ff to be lower semi-continuous on XX it is sufficient that f−1([k,+∞])f^{-1}([k, +\infty]) is open in XX for all real numbers kk belonging to a dense subset of R\mathbf{R}.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
