General Topology, chapter IX, § 3. Metrizable groups, valued fields, normed spaces and algebras

Let EE be a normed space over a non-discrete valued division ring KK, and let HH be a closed vector subspace of EE. If, for each class x˙∈E/H\dot{x} \in E/H, we put ∣∣x˙∣∣=inf⁡x∈x˙∣∣x∣∣||\dot{x}|| = \inf_{x \in \dot{x}} ||x||, the function ∣∣x˙∣∣||\dot{x}|| is a norm on the vector space E/HE/H, and the topology defined by this norm is the quotient by HH of the topology of EE.

By Remark 2 of no. 1, d(x˙,y˙)=∣∣x˙−y˙∣∣d(\dot{x}, \dot{y}) = ||\dot{x} - \dot{y}|| is an invariant metric on E/HE/H which defines the quotient by HH of the topology of EE. It remains only to show that ∣∣tx˙∣∣=∣t∣⋅∣∣x˙∣∣||t \dot{x}|| = |t| \cdot ||\dot{x}||, and this follows immediately from the definition of ∣∣x˙∣∣||\dot{x}|| [Chapter IV, § 5, no. 7, formula (23)].

The norm ∣∣x˙∣∣||\dot{x}|| may also be interpreted as follows: it is the distance (in EE) of every point x∈x˙x \in \dot{x} from the subspace HH, for the points of x˙\dot{x} are the points x−zx - z, where zz runs through HH.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
