General Topology, chapter X, § 3. Special function spaces

Let GG be a subgroup of the group Γ\Gamma of all homeomorphisms of a locally compact space XX. Suppose that, in the space Cc(X;X)C_c(X; X), there is a neighbourhood VV of the identity mapping ee such that V∩G=HV \cap G = H is symmetric in GG and relatively compact in Cc(X;X)C_c(X; X). Then the closure G‾\overline{G} of GG in Γ\Gamma with respect to the topology Tβ\mathscr{T}_\beta is a locally compact group with respect to the topology induced by Tβ\mathscr{T}_\beta; this topology induced on G‾\overline{G} is the same as the topology of compact convergence, and the closure H‾\overline{H} of HH in Cc(X;X)C_c(X; X) is a neighbourhood of ee in G‾\overline{G} with respect to this topology.

Let us show first that H‾\overline{H} is contained in Γ\Gamma and that the topology induced on H‾\overline{H} by Tβ\mathscr{T}_\beta is the same as the topology of compact convergence. Let u0∈H‾u_0 \in \overline{H}; u0u_0 is therefore the limit, in Cc(X;X)C_c(X; X), of an ultrafilter Φ\Phi on HH. Since Φ−1\Phi^{-1} (the image of Φ\Phi under u→u−1u \to u^{-1}) is an ultrafilter base on H⊂H‾H \subset \overline{H}, it converges in the compact subspace H‾\overline{H} of Cc(X;X)C_c(X; X) to an element v0v_0. The mapping (u,v)→uv(u, v) \to uv converges to u0v0u_0 v_0 with respect to Φ×Φ−1\Phi \times \Phi^{-1} (no. 4, Proposition 9); a fortiori, u→uu−1=eu \to uu^{-1} = e converges to u0v0u_0 v_0 with respect to Φ\Phi, hence u0v0=eu_0 v_0 = e since Cc(X;X)C_c(X; X) is Hausdorff. Similarly v0u0=ev_0 u_0 = e; hence u0u_0 is a homeomorphism of XX, i.e., u0∈Γu_0 \in \Gamma. Thus H‾\overline{H} is contained in Γ\Gamma. Moreover, this argument shows that H‾−1=H‾\overline{H}^{-1} = \overline{H} and that, for every ultrafilter Φ\Phi on H‾\overline{H} which converges to u0u_0, Φ−1\Phi^{-1} converges in Cc(X;X)C_c(X; X) to u0−1u_0^{-1}; hence the mapping u→u−1u \to u^{-1} of H‾\overline{H} into Cc(X;X)C_c(X; X) is continuous when H‾\overline{H} carries the topology of compact convergence (Chapter I, § 7, no. 4, Proposition 9, Corollary 1). Proposition 12 then shows that, on H‾\overline{H}, the topology of compact convergence is the same as the topology induced by Tβ\mathscr{T}_\beta.

Furthermore, since the topology Tβ\mathscr{T}_\beta on Γ\Gamma is finer than the topology of compact convergence, H‾\overline{H} is also the closure of HH with respect to Tβ\mathscr{T}_\beta. But HH is a neighbourhood of ee in GG with respect to the topology of compact convergence, and a fortiori with respect to the topology induced by Tβ\mathscr{T}_\beta; it follows (Chapter I, § 3, no. 1, Proposition 2) that H‾\overline{H} is a neighbourhood of ee in G‾\overline{G} with respect to the topology induced by Tβ\mathscr{T}_\beta, and hence G‾\overline{G} is locally compact in this topology. If WW is the interior of VV with respect to the topology of compact convergence, then W∩ΓW \cap \Gamma is open in Tβ\mathscr{T}_\beta, hence W∩G‾W \cap \overline{G} is contained in the closure of H=V∩GH = V \cap G with respect to Tβ\mathscr{T}_\beta (Chapter I, § 1, no. 6, Proposition 5); this shows that H‾\overline{H} is also a neighbourhood of ee in G‾\overline{G} with respect to the topology of compact convergence. Finally, for each u0∈Γu_0 \in \Gamma, the bijections v→u0∘vv \to u_0 \circ v and v→u0−1∘vv \to u_0^{-1} \circ v of Cc(X;X)C_c(X; X) onto itself are continuous (no. 4, Proposition 9), and hence, if u0∈G‾u_0 \in \overline{G}, u0H‾u_0 \overline{H} is a neighbourhood of u0u_0 in G‾\overline{G} with respect to the topology of compact convergence. This completes the proof.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
