Integration, chapter V, § 5. Measures defined by numerical densities

— Suppose that the positive measure ν\nu is such that every μ\mu-negligible compact set is ν\nu-negligible. Let K\mathfrak{K} be the set of compact subsets KK of TT having the following property:

(11) There exists a constant M≥0M \geq 0 such that φK⋅ν≤MφK⋅μ\varphi_K \cdot \nu \leq M \varphi_K \cdot \mu. The set K\mathscr{K} is then μ\mu-dense in TT.

If KK satisfies (11), and if AA is a Borel set contained in KK, it follows at once from Prop. 8 that φA⋅ν≤MφA⋅μ\varphi_A \cdot \nu \leq M \varphi_A \cdot \mu; from this, one deduces that the union of two elements K,K′K, K' of K\mathscr{K} belongs to K\mathscr{K} because φK∪K′=φK+φA\varphi_{K \cup K'} = \varphi_K + \varphi_A, where A=K′∩∁KA = K' \cap \complement K. To establish the lemma, it remains to prove that every compact set LL such that μ(L)>0\mu(L) > 0 contains a compact set K∈KK \in \mathscr{K} such that μ(K)>0\mu(K) > 0 (Ch. IV, §5, No. 8, Prop. 12). Choose a number M>ν(L)/μ(L)M > \nu(L)/\mu(L) and apply Lemma 1 to the bounded positive measure α=φL⋅(ν+Mμ)\alpha = \varphi_L \cdot (\nu + M \mu) and the measure β=φL⋅(ν−Mμ)\beta = \varphi_L \cdot (\nu - M \mu). Replacing if necessary the function uu such that β=u⋅α\beta = u \cdot \alpha by a function equal to it α\alpha-almost everywhere, one can suppose that uu is universally measurable (§3, No. 4, Prop. 7) and is zero outside of LL. The set HH of t∈Tt \in T such that u(t)<0u(t) < 0, which is contained in LL, could not be μ\mu-negligible, for it would then be ν\nu-negligible (by the remark made at the beginning of the proof of Th. 2), hence α\alpha-negligible, and one would have β(L)>0\beta(L) > 0, which contradicts the choice of MM. Let KK be a compact set contained in HH, such that μ(K)>0\mu(K) > 0; let us show that K∈KK \in \mathscr{K}, which will establish the lemma. By Prop. 8,

φK⋅(ν−Mμ)=φK⋅β=φK⋅(u⋅α)=(φKu)⋅α. \varphi_K \cdot (\nu - M \mu) = \varphi_K \cdot \beta = \varphi_K \cdot (u \cdot \alpha) = (\varphi_K u) \cdot \alpha .

The function φKu\varphi_K u is negative, therefore we indeed have φK⋅ν≤MφK⋅μ\varphi_K \cdot \nu \leq M \varphi_K \cdot \mu.

Let us now complete the proof of Theorem 2. Assume that the condition 3) is verified and define K\mathscr{K} as in Lemma 3. Let (Kα)α∈A(K_\alpha)_{\alpha \in A} be a locally countable family of pairwise disjoint elements of K\mathscr{K}, such that the set N=T−⋃α∈AKαN = T - \bigcup_{\alpha \in A} K_\alpha is locally μ\mu-negligible (Ch. IV, §5, No. 9, Prop. 14); the family (Kα)(K_\alpha) being locally countable, NN is universally measurable and therefore locally ν\nu-negligible. Set μα=φKα⋅μ\mu_\alpha = \varphi_{K_\alpha} \cdot \mu, να=φKα⋅ν\nu_\alpha = \varphi_{K_\alpha} \cdot \nu; since the functions φKα\varphi_{K_\alpha} form a locally countable family, whose sum is equal to 1 locally almost everywhere for μ\mu and for ν\nu, Proposition 6 implies that μ=∑α∈Aμα\mu = \sum_{\alpha \in A} \mu_\alpha, ν=∑α∈Aνα\nu = \sum_{\alpha \in A} \nu_\alpha. On the other hand, by the definition of K\mathscr{K}, there exists for every α\alpha a constant MαM_\alpha such that να≤Mαμα\nu_\alpha \leq M_\alpha \mu_\alpha; Lemma 2 therefore implies the existence of a function gαg_\alpha, which one can suppose to be zero outside of KαK_\alpha and positive (Cor. 3 of Prop. 3), such that να=gα⋅μα\nu_\alpha = g_\alpha \cdot \mu_\alpha. Therefore (No. 4, Prop. 8)

να=gα⋅μα=gα⋅(φKα⋅μ)=(gαφKα)⋅μ=gα⋅μ. \nu_\alpha = g_\alpha \cdot \mu_\alpha = g_\alpha \cdot (\varphi_{K_\alpha} \cdot \mu) = (g_\alpha \varphi_{K_\alpha}) \cdot \mu = g_\alpha \cdot \mu .

Set g=∑α∈Agαg = \sum_{\alpha \in A} g_\alpha; since the family (gα)(g_\alpha) is locally countable and the family (να)(\nu_\alpha) is summable, Proposition 6 implies that gg is locally μ\mu-integrable, and that ν=g⋅μ\nu = g \cdot \mu, which establishes the theorem.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
