Integration, VII, p. 36, § 2. Quotient of a space by a group; homogeneous spaces

Assume X/HX/H paracompact. There exists a continuous function h⩾0h \geqslant 0 on XX, whose support has compact intersection with the saturation of every compact subset of X, and is such that hb=1h^b = 1. For such a function, one has g=(h⋅(g∘π))bg = (h \cdot (g \circ \pi))^b for every continuous function gg on X/HX/H.

Let us apply Prop. 1 of No. 1, with χ=1\chi = 1, on taking for ff a function ⩾0\geqslant 0 that is not identically zero on any orbit. We have f1(x)>0f^1(x) > 0 at every point xx of XX. Set h=f/f1h = f/f^1. Then h1=f1/f1=1h^1 = f^1/f^1 = 1, therefore hb=1h^b = 1. It follows that if gg is a continuous function on X/HX/H, then (h⋅(g∘π))b=hb⋅g=g(h \cdot (g \circ \pi))^b = h^b \cdot g = g.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
