Lie Groups and Lie Algebras, chapter V, § 3. Groups of displacements generated by reflections

Assume that WW is essential. Let aa be a special point for WW. The chambers relative to WaW_a are the open simplicial cones with vertex aa. For every chamber C′C' relative to WaW_a, there exists a unique chamber CC relative to WW contained in C′C' and such that a∈C‾a \in \overline{C}. The union of the w′(C‾)w'(\overline{C}) for w′∈Waw' \in W_a is a closed neighbourhood of aa in EE. Every wall of C′C' is a wall of CC. If WW is infinite and irreducible, the walls of CC are the walls of C′C' together with an affine hyperplane not parallel to the walls of C′C'.

Let H′\mathfrak{H}' be the set of H∈HH \in \mathfrak{H} containing aa. The group WaW_a is generated by the sHs_H for H∈H′H \in \mathfrak{H}' (no. 3, Prop. 2). The chambers relative to WaW_a are the open simplicial cones with vertex aa (no. 9, Prop. 7). Let C′C' be such a chamber and let UU be a non-empty open ball with centre aa not meeting any element of H−H′\mathfrak{H} - \mathfrak{H}'. Since a∈C′‾a \in \overline{C'}, there exists a point bb in U∩C′U \cap C'. Then b∉Hb \notin H for all H∈HH \in \mathfrak{H}, so bb belongs to a chamber CC relative to H\mathfrak{H}. Since H′⊂H\mathfrak{H}' \subset \mathfrak{H}, we have C⊂C′C \subset C'. The set U∩C′U \cap C' does not meet any H∈HH \in \mathfrak{H} and is convex, so U∩C′⊂CU \cap C' \subset C; thus a∈C‾a \in \overline{C}. Conversely, let C1C_1 be a chamber relative to WW contained in C′C' and such that a∈C‾1a \in \overline{C}_1; then C1C_1 meets UU and U∩C1⊂U∩C′=U∩CU \cap C_1 \subset U \cap C' = U \cap C; the chambers CC and C1C_1, having a point in common, must coincide. For any w′∈Waw' \in W_a, we have w′(U)=Uw'(U) = U, so

U∩w′(C)=w′(U∩C)=w′(U∩C′)=U∩w′(C′); U \cap w'(C) = w'(U \cap C) = w'(U \cap C') = U \cap w'(C');

since the union of the w′(C)w'(C) for w′∈Waw' \in W_a is dense in EE, the union of the U∩w′(C)=U∩w′(C′)U \cap w'(C) = U \cap w'(C') is dense in UU, and the union of the w′(C‾)w'(\overline{C}) for w′∈Waw' \in W_a thus contains UU. Finally, if HH is a wall of C′C', there exist a point c∈U∩Hc \in U \cap H and an open neighbourhood V⊂UV \subset U of cc such that V∩C′V \cap C' is the intersection of VV and the open half-space bounded by HH containing C′C'; since V∩C′=V∩U∩C′=V∩U∩C=V∩CV \cap C' = V \cap U \cap C' = V \cap U \cap C = V \cap C, it follows that HH is a wall of CC. If WW is infinite and irreducible, CC is an open simplex (no. 9, Prop. 8) and so has one more wall than the open simplicial cone C′C'.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
