General Topology, chapter I, § 9. Compact spaces and locally compact spaces

In a locally compact space XX, every compact set KK has a fundamental system of compact neighbourhoods.

Let UU be any neighbourhood of KK. For each x∈Kx \in K there is a compact neighbourhood W(x)W(x) of xx contained in UU. The interiors of the sets

W(x) form an open covering of K as x runs through K; hence there exist a finite number of points xi∈Kx_i \in K (1≤i≤n1 \leq i \leq n) such that the interiors of the W(x_i) cover K. The union V of the W(x_i) is therefore a compact neighbourhood of K contained in U (no. 3, Proposition 5).

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
