General Topology, chapter I, § 10. Proper mappings

Let XX and YY be two topological spaces, f:X→Yf : X \to Y a continuous mapping, RR the equivalence relation f(x)=f(y)f(x) = f(y) on XX, and

X→pX/R→hf(X)→iY X \xrightarrow{p} X/R \xrightarrow{h} f(X) \xrightarrow{i} Y
the canonical decomposition of ff. Then for ff to be proper it is necessary and sufficient that pp is proper, hh a homeomorphism and f(X)f(X) a closed subset of YY.

The conditions are sufficient by virtue of Proposition 5 a) and Proposition 2. Conversely, if ff is proper, then ff is closed; hence f(X)f(X) is closed in YY and hh is a homeomorphism (§5§ 5, no. 2, Proposition 3); also h∘ph \circ p is proper by Proposition 5 c); hence p=h−1∘(h∘p)p = h^{-1} \circ (h \circ p) is proper by Proposition 5 a).

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
