General Topology, chapter I, § 10. Proper mappings

Let f:X→Yf : X \to Y be a continuous mapping. If TT is any subset of YY, let fTf_T denote the mapping f‾−1(T)→T\overline{f}^{-1}(T) \to T which agrees with ff on f‾−1(T)\overline{f}^{-1}(T). a) If ff is proper, so is fTf_T. b) Let (T(i))i∈I(T(i))_{i \in I} be a family of subsets of YY whose interiors cover YY, or which is a locally finite closed covering of YY; then if each of the mappings fT(i)f_{T(i)} is proper, so is ff.

Let ZZ be a topological space. If TT is any subset of YY, we have

fT×ιZ=(f×ιZ)T×Z; f_T \times \iota_Z = (f \times \iota_Z)_{T \times Z};
if ff is proper, then f×ιZf \times \iota_Z is closed, hence so is (f×ιZ)T×Z(f \times \iota_Z)_{T \times Z} [§ 5, no. 1, Proposition 2 a)], whence a) is proved. If now (T(i))i∈I(T(i))_{i \in I} satisfies one of the two conditions stated in b), then the covering (T(i)×Z)i∈I(T(i) \times Z)_{i \in I} of Y×ZY \times Z has the same property; if the fT(i)f_{T(i)} are proper then the mappings
(f×ιZ)T(i)×Z (f \times \iota_Z)_{T(i) \times Z}
are closed, whence f×ιZf \times \iota_Z is closed [§ 5, no. 1, Proposition 2 b)]. This completes the proof.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
