General Topology, chapter III, § 4. Groups operating properly on a topological space; compact ness in topological groups and spaces with operators

Let GG be a topological group operating properly on a topological space XX, and let xx be a point of XX. Let G.xG.x denote the orbit of xx, and let KxK_x denote the stabilizer of xx. Then:

a) The mapping s→s.xs \to s.x of GG into XX is proper.

b) KxK_x is quasi-compact.

c) The canonical mapping of G/KxG/K_x onto G.xG.x is a homeomorphism.

d) The orbit G.xG.x is closed in XX.

The inverse image of {x}×X\{ x \} \times X under θ:(s,x)→(x,s.x)\theta : (s, x) \to (x, s.x) is G×{x}G \times \{ x \}; hence, by Proposition 3 of Chapter I, § 10, no. 1, the restriction of θ\theta to G×{x}G \times \{ x \} is a proper mapping of G×{x}G \times \{ x \} into {x}×X\{ x \} \times X, whence a) follows. Since KxK_x is the inverse image of xx under s→s.xs \to s.x, b) follows from Chapter I, § 10, no. 2, Theorem 1. c) and d) are consequences of a), by virtue of Chapter I, § 10, no. 1, Propositions 2 and 5 b).

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
