General Topology, chapter III, § 4. Groups operating properly on a topological space; compact ness in topological groups and spaces with operators

In a locally compact group GG, the identity component CC is the intersection of the open subgroups of GG.

CC is a closed normal subgroup of GG (§2§ 2, no. 2, Proposition 7), and hence G/CG/C is locally compact (Proposition 13) and totally disconnected (Chapter I, §11§ 11, no. 5, Proposition 9). Since the inverse image of an open subgroup of G/CG/C, under the canonical mapping of GG onto G/CG/C, is an open subgroup of GG containing CC, we see that we can restrict ourselves to proving the proposition for the group G/CG/C. In other words, we may assume that GG is totally disconnected. We know then (Chapter II, §4§ 4, no. 4, Corollary to Proposition 6) that every compact neighbourhood VV of ee contains a neighbourhood UU of ee which is both open and closed. Since UU is compact and B=CUB = C U is closed, there is a symmetric open neighbourhood WW of ee such that W⊂UW \subset U and UW∩BW=∅UW \cap BW = \varnothing (§3§ 3, no. 1 and Chapter II, §4§ 4, no. 3, Proposition 4), and a fortiori UW⊂UUW \subset U. By induction on nn it follows that Wn⊂UW^n \subset U for every integer n>0n > 0. Hence the subgroup W∞=⋃n>0WnW^\infty = \bigcup_{n > 0} W^n, generated by WW, is contained in UU; but W∞W^\infty is open in GG (§2§ 2, no. 1, Corollary to Proposition 4). This completes the proof.

We have also proved:

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
