General Topology, chapter III, § 4. Groups operating properly on a topological space; compact ness in topological groups and spaces with operators

Let G be a Hausdorff topological group which operates continuously on a topological space X. Let K be a compact subset of X, and let ρK\rho_K be the mapping (s,x)→s.x(s, x) \to s.x of G×KG \times K into X. Then:

a) If G operates properly on X, ρK\rho_K is proper.

b) If X is locally compact and ρK\rho_K is proper for each compact subset K of X, G operates properly on X.

The mapping ρK\rho_K factorizes as G×K→θKK×X→pr2XG \times K \xrightarrow{\theta_K} K \times X \xrightarrow{\mathrm{pr}_2} X, where θK\theta_K is the restriction to G×KG \times K of the mapping θ:(s,x)→(x,s.x)\theta : (s, x) \to (x, s.x) of G×XG \times X into X×XX \times X. Since θ−1(K×X)=G×K\theta^{-1}(K \times X) = G \times K, θK\theta_K is proper if θ\theta is proper (Chapter I, § 10, no. 1, Proposition 3). On the other hand, since K is compact, the projection pr2:K×X→X\mathrm{pr}_2 : K \times X \to X is proper (Chapter I, § 10, no. 2, Theorem 1, Corollary 5), hence ρK\rho_K is proper (ibid., no. 1, Proposition 5).

Suppose conversely that ρK\rho_K is proper for each compact K⊂XK \subset X. If L is a compact subset of X, then ρK−1(L)\rho_K^{-1}(L) is a compact subset of G×KG \times K, whose projection into G is P(K,L)P(K, L); therefore P(K,L)P(K, L) is compact. Hence if X is locally compact it follows from Theorem 1 that G operates properly on X.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
