General Topology, chapter X, § 2. Equicontinuous sets

Let XX be a topological (resp. uniform) space, let S\mathscr{S} be a covering of XX, let YY be a uniform space and HH a set of mappings of XX into YY such that, for each A∈SA \in \mathscr{S} and each u∈Hu \in H, the restriction of uu to AA is continuous (resp. uniformly continuous). Then, for HH to be precompact with respect to the uniformity of S\mathscr{S}-convergence, it is necessary in all cases and also sufficient if the sets A∈SA \in \mathscr{S} are compact (resp. precompact) that the following conditions should be satisfied:

a) For each A∈SA \in \mathscr{S}, the set H∣A⊂F(A;Y)H|A \subset \mathscr{F}(A; Y) of restrictions to AA of functions of HH is equicontinuous (resp. uniformly equicontinuous).

b) For each x∈Xx \in X, the set H(x)⊂YH(x) \subset Y of points u(x)u(x) (u∈Hu \in H) is precompact.

1) Let us show first that conditions a) and b) are necessary. We know (§ 1, no. 2, Remark 6) that the mapping u→u(x)u \to u(x) of FS(X;Y)\mathscr{F}_{\mathscr{S}}(X; Y) into YY is uniformly continuous; hence, if HH is precompact, so is H(x)H(x) (Chapter II, § 4, no. 2, Proposition 2), which proves b). To prove a), consider a set A∈SA \in \mathscr{S}, a point x0∈Ax_0 \in A and an entourage VV of YY; since HH is precompact it can be covered by a finite number of W(A,V)W(A, V)-small sets; in other words there is a finite sequence (ui)(u_i) of elements of HH such that, for each u∈Hu \in H, we have

(u(x), ui(x))∈Vfor all x∈A (u(x),\ u_i(x)) \in V \quad \text{for all } x \in A

for at least one index ii.

Since each of the ui∣Au_i|A is continuous at x0x_0 (resp. uniformly continuous) there is a neighbourhood UiU_i of x0x_0 in AA (resp. an entourage MiM_i of AA) such that

x∈Ui  ⟹  (ui(x),ui(x0))∈V, x \in U_i \implies (u_i(x), u_i(x_0)) \in V,

(resp. such that

(x′,x′′)∈Mi  ⟹  (ui(x′),ui(x′′))∈V.) (x', x'') \in M_i \implies (u_i(x'), u_i(x'')) \in V.)

Let UU (resp. MM) be the intersection of the UiU_i (resp. MiM_i); it is a neighbourhood of x0x_0 in AA (resp. an entourage of AA). For each u∈Hu \in H there is an index ii for which (4) holds; writing condition (4) for x0x_0 and for xx (resp. for x′x' and x′′x'') and taking account of (5) [resp. (6)], we see immediately that the relation x∈Ux \in U [resp. (x′,x′′)∈M(x', x'') \in M] implies (u(x), u(x0))∈V∘(u(x),\ u(x_0)) \in \overset{\circ}{V} [resp. (u(x′), u(x′′))∈V∘(u(x'),\ u(x'')) \in \overset{\circ}{V}], for each u∈Hu \in H; and this establishes a).

2) Now let us show that the conditions a) and b) are sufficient if the sets A∈SA \in \mathscr{S} are compact (resp. precompact). Condition b) implies that HH is precompact with respect to the uniformity of pointwise convergence (Chapter II, § 4, no. 2, Proposition 3). But it follows from condition a) and Theorem 1 of no. 4 that on H∣AH|A the uniformity of pointwise convergence in AA coincides with the uniformity of uniform convergence in AA; hence H∣AH|A is precompact in Fu(A;Y)\mathscr{F}_u(A; Y), which implies that HH is precompact with respect to the uniformity of S\mathscr{S}-convergence (§ 1, no. 2).

Note that condition b) of Theorem 2 is automatically satisfied if YY is a precompact space.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
