Integration, IX, p. 29, § 2. Operations on measures

*Let TT and XX be two topological spaces, π\pi a mapping of TT into XX.

a) Let ν\nu be a bounded measure on XX. In order that there exist a measure μ\mu on TT such that π\pi is μ\mu-proper and π(μ)=ν\pi(\mu) = \nu, it is necessary and sufficient that there exist, for every number ε>0\varepsilon > 0, a compact set Kε⊂TK_\varepsilon \subset T such that the restriction of π\pi to KεK_\varepsilon is continuous and ν∙(X−π(Kε))<ε\nu^\bullet(X - \pi(K_\varepsilon)) < \varepsilon.

b) Suppose that π\pi is injective; let μ\mu and μ′\mu' be two measures on TT, such that π\pi is proper for μ\mu and μ′\mu', and such that π(μ)=π(μ′)\pi(\mu) = \pi(\mu'). Then μ=μ′\mu = \mu'.

The condition stated in a) is necessary. For, if π\pi is μ\mu-proper and π(μ)=ν\pi(\mu) = \nu, the relation μ∙(1)=ν∙(1)<+∞\mu^\bullet(1) = \nu^\bullet(1) < +\infty implies that μ\mu is bounded. Prop. 2 of §1, No. 2, applied to the function 1, implies the existence of a compact subset KK of TT such that μ∙(T−K)<ε/2\mu^\bullet(T - K) < \varepsilon/2. Since π\pi is μ\mu-measurable, there exists a compact set Kε⊂KK_\varepsilon \subset K such that the restriction of π\pi to KεK_\varepsilon is continuous, and such that μ∙(K−Kε)<ε/2\mu^\bullet(K - K_\varepsilon) < \varepsilon/2. Then (No. 3, Prop. 4)

ν∙(X−π(Kε))=μ∙(T−π‾−1(π(Kε)))<ε. \nu^\bullet(X - \pi(K_\varepsilon)) = \mu^\bullet(T - \overline{\pi}^{-1}(\pi(K_\varepsilon))) < \varepsilon.

To show that the condition is sufficient, we first treat a special case.

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
