General Topology, chapter I, § 10. Proper mappings

Let XX be a compact space, RR an equivalence relation on XX, CC the graph of RR in X×XX \times X, ff the canonical mapping X→X/RX \to X/R. Then the following conditions are equivalent:

a) CC is closed in X×XX \times X.

b) RR is closed.

c) ff is proper.

d) X/RX/R is Hausdorff.

Furthermore, if these conditions are satisfied then X/RX/R is compact.

RR is closed if and only if ff is closed; hence b) implies c) by reason of Theorem 1b) of no. 2. That c) implies d) is a particular case of no. 1, Proposition 5, Corollary 2. d) implies a) for any topological space XX (§\S 8, no. 3, Proposition 8). It remains to show that a) implies b). If FF is a closed subset of XX its saturation (with respect to RR) is pr2(C∩(F×X))\mathrm{pr}_2(C \cap (F \times X)); by hypothesis, C∩(F×X)C \cap (F \times X) is a closed subset of the compact space X×XX \times X, and is therefore compact (§\S 9, no. 3, Proposition 3); the result now follows from the continuity of pr2\mathrm{pr}_2 (§\S 9, no. 4, Theorem 2, Corollary 2).

Finally it is clear that if X/RX/R is Hausdorff then it is compact (§\S 9, no. 4, Theorem 2).

Bourbaki puts the proof directly after the statement, so what is above is the statement and its proof together.
